No Fuel = No Power Increase?

Project 300 ('87 F-250 6.9L)  just got an ATS Aurora 2000 wastegated turbo.

The old Indirect Injection (IDI) is no longer naturally aspirated. After installing new body mounts to gain downpipe clearance and bolting on all the parts  project 300 was just about ready for a test drive. First a small oil can was used to prime the turbo and fill the oil supply line. After firing it up  I checked for leaks and did not hear or feel any.  I did not turn up the injection pump fuel delivery screw on  the first dyno run. At least going by the last dyno # (different dyno) I did not see a gain in power. 

I wonder if just putting a turbo on without adding more fuel increases power?

Assuming I installed the turbo correctly I would say it doesn't add more power.

Driving the truck around I could have sworn it was making more power.

On the second dyno run the fuel screw was turned up 1/4 of a flat. 6 flats = 1 Hex screw rotation. This bumped up the power a little. 

The top dyno graph is with the turbo installed. The first run was with the stock fuel setting. The next run was with the pump turned up slightly. It was run in 4th gear.

The bottom graph is the stock naturally aspirated run. I am not sure how helpful this graph is considering different dyno and different tires. I recently put on P285/75R16 tires in favor of the stock ones. They are wider but not much taller.
